In the 1980s and early 1990s, Juan wrestled for various promotions before getting signed by the WWF in 1993. He was introduced to fans through a series of vignettes, officially debuting in January 1994 under the gimmick of Kwang - a masked ninja who used martial arts and sprayed green mist. Kwang appeared for about a year before the character was quietly retired.

In May 1995 at the first WWF In Your House pay-per-view, Juan appeared as a fan who came to the aid of Razor Ramon, and was subsequently introduced as Savio Vega. Vega went on to compete in that year's King of the Ring tournament, wrestling 4 matches on that night though losing to Mabel in the final round.

Throughout 1996, Savio Vega feuded with the debuting Steve Austin. In 1997, he joined the Nation of Domination faction, before eventually splitting off and starting his own group, Los Boricuas. This kicked off the "Gang Wars" angle, which saw various factions battling one another in a series of seemingly never ending multi men tag team matches. After the Gang Wars angle ended, Savio Vega continued to wrestle on the WWF's B-shows until September 1999, when he was released from the company.
