This figure includes a poster advertising the 30th Anniversary line, two pistols with detachable silencers, a display base, barbed wire, a missile launcher, a knife with an ankle sheath, an assault rifle, a removable helmet, and a vest, as well as twenty-six points of articulation and recycled legs frequently used in the Pursuit of Cobra line. This figure is a rerelease of the Pursuit of Cobra Cobra Trooper figure, the only difference being the packaging. The leg sculpt includes a pistol holster, but it only holds one of the two pistols included and both of the silencers.

The GI Joe comics describe Cobra Troopers in the same way as the packaging description does - "nameless, faceless legions of the Cobra organization."
