How does one make Swayzak (Toonami) in action figure forum?

Hey, so I'm still looking to make a Swayzak (obscure Toonami character) action figure. Since then I've got someone to draw a sketch of his body so it will be able to be easier for you guys to determine what parts I should use.



The one thing that matches Sway's aesthetic is Buzz Lightyear of Star Command. He looks alot like Zurg or NOS-4-A2. But those figures are extremely rare (the only Zurg and NOS-4-A2 are going on eBay for $60.00.) He also has digitigrade legs so a Toycom Zorak would work well.
