Who is this four-armed red dude?

Identify HelpI bought a bunch of toys from a thrift store the other day and was wondering if any of you know know who the four-armed (three cyber, one normal) red dude in the bottom right corner of the photo is? I know the identity of all of the rest of the toys in the photo (Trash Bag Bunch Sgt. Wastenot, Star Wars Galactic Heroes Super Battle Droid, Transformers Micromasters Road Hugger, and Transformers Cybertron Scattorshot). The bottom of his foot says "TCP 1995", but, other than that, there's no other copyright information. He looks like something from Image Comics to me, but that's my best guess. He just looked cool, and was only fifty cents, so I snapped him up.

Looking at the full assortment online, I can see now that the thrift store also had the Ballistic toy too--I thought about buying her, but didn't, as I didn't know who the heck she was either.
